A refund from one department cannot be deducted from an unrelated sector account unless both offices record the transfer.
A decision may separate the part of a charge that was incorrect from services already supplied, non-refundable items or another balance on the same account. The calculation must appear on the refund determination.
If the calculation does not match the original notice or payment record, quote both references when asking the issuing office to review it. Do not open a second refund request for the same charge unless instructed.
Report both payment references to the office that issued the charge. Staff will verify whether two payments reached the same account and whether either has already been reversed or applied elsewhere.
Once confirmed, the duplicate amount may be refunded or credited according to the account terms. A bank or terminal receipt is evidence of payment submission; the receiving ledger confirms where it was posted.
Ask the office holding the enquiry to record an Escalated Service Complaint (ITA/CS-016). Provide the original case reference, the outcome already given and the specific action or explanation still required.
Escalation sends the complaint to the supervising office; it does not bypass technical inspections, payment reviews or sector law. The response should identify which parts were reviewed and which remain with another authority.
An appointment, residence and onward passage are separate determinations. An offer of work does not, by itself, authorize residence in a sector or entry through a continental terminal.

When seeking clarification at the sector personnel desk, quote your appointment reference and the Request for Reconciliation of Appointment, Residence and Passage Records (Form ITA/CP-031-B). Receipt of that request acknowledges the enquiry only; it does not amend an existing determination.
Yes, where that sector accepts visitors under its own admission rules. The receiving sector issues a Sector Visitor Permit (ITA/CP-023) stating the permitted sector, purpose, duration and any accommodation or reporting conditions.
A sector permit does not authorize entry to the next sector or use of a continental terminal. Before the permit expires, the holder must leave by an authorized route, obtain an extension from the issuing sector or receive a separate onward decision.
No. Each sector decides local admission unless the traveller holds a valid global instrument covering the relevant part of the route. A permit issued by one sector remains evidence of lawful presence there; it is not an instruction to the next administration.
Apply to the next sector before reaching its checkpoint. Approval of accommodation, employment or parking in the current sector does not require a neighbouring sector to admit the holder.
Not by itself. A refusal by the next sector decides entry there. The current permit continues according to its own expiry date and conditions unless the issuing sector suspends, revokes or replaces it.
A refusal does not extend the current permit or create a right to remain after expiry. The holder must arrange another authorized departure, seek an extension where available or request review through the office named in the decision.
