Address enquiries must consult the earlier stairwell index before a file is returned.
The civil register has instructed counter staff to check linked room entries before returning an enquiry as an unrecognised address.
The instruction follows cases in which a household supplied an older room reference already linked to its replacement address extract. Staff must consult the cross-reference introduced in 2138 before asking the applicant to obtain another copy of the same document. Where the link is missing, the enquiry will remain open for an index check.
Applicants do not need to produce the original 2063 notice that established the separate-entry procedure. Earlier rent receipts or accommodation slips can identify the relevant file, but the office must retrieve its own procedural record. A correction to the index will be attached to the enquiry so that the next counter does not repeat the request.
