Personnel desks will record why a suitable applicant declines an offer.
Departments must distinguish missing qualifications from conditions that prevent a suitable person from taking up work.
Applicants may voluntarily record an unsuitable shift, unavailable accommodation, an unclear contract period or another practical barrier. Giving a reason is not a condition of receiving a later offer. Staff will record only what the applicant agrees to provide.
Repeated advertisements have not resolved several unfilled assignments. Receiving departments must review the stated conditions alongside the number of enquiries. A qualified person who cannot reach a shift is not to be counted as an available worker, and a declined offer is not evidence that the corridor has no suitable people.
